Product and Classification
Gravel and crushed stone are key construction materials for road building, concrete production and railway ballasting. HS code: 2517.10 (pebbles, gravel, broken or crushed stone). Ukrainian quarries offer a wide range of fractions from 5–20 mm to 40–70 mm.
Demand for crushed stone in the EU is growing due to large-scale infrastructure programmes. Ukraine has a competitive advantage thanks to low extraction costs and a developed railway network.
Quality Requirements and Certification
For supply to EU countries, crushed stone must comply with EN 13242 (aggregates for road construction) or EN 12620 (aggregates for concrete). Test reports on strength, frost resistance and harmful substance content must be provided.
A CE certificate for aggregates is mandatory when supplying to most EU countries. Commission testing at an accredited laboratory and prepare a Declaration of Performance (DoP).
Bulk Cargo Logistics
Main transport methods: railway gondola car (60–65 t) or dump wagon (50–55 t) — the most cost-effective option for large volumes; road transport (dump truck, 25–30 t) for flexible deliveries; river barge along the Danube for Central European deliveries.
Price in standard CPT or CIF terms to the nearest port or destination. For rail shipments, negotiate a wagon pool with a Ukrainian operator in advance.
Customs Aspects
When exporting crushed stone to the EU under the Ukraine–EU Association Agreement, import duty is zero provided Ukrainian origin is confirmed by an EUR.1 certificate.
For the customs declaration, prepare: commercial invoice, bill of lading or CIM/SMGS railway waybill, EUR.1 certificate of origin, product data sheet and laboratory report.
